Paragraph Styles

Is there a way to filter the paragraph styles when moving text from a library into ID CS3. Perhaps a filter that strips all paragraph styles or forces text brought in from a library to adopt a specified style?

Delete the unwanted style and replace (when prompted) with the style you want.

When I drag and drop text out of a library I never see a prompt. Is there a way to trigger a prompt?

You must go to the panel for the type of style involved and select, then delete, the style. Any text that had the deleted style will be restyled with the replacement.

Why don't you break the link to style before you make them into library

items?

If you break the link there won't be as easy a way to replace the styling, though. All the formatting will become local formatting.
