Page Numbers will not come forward

I have successfully put automatic page numbers in my document, but I cannot place an image or color field behind them, and cannot make them a color. I need them to be seen over a photo or color that bleeds off the page. Any help would be greatly appreciated.

Create a new top layer in the layers panel. Move your page numbers to

that layer.
