ID CS3 win - problem creating table of...

I have a book with 5 chapters. Each chapter has at least 5 layers with different languages.



I have created a table of content in one of the languages/layers (we can call it layer 1).



Here is when my problem occurs:

When I try to create a table of contents in any other language/layer - the table of contents is created in layer 1 instead of the active layer.



Even if layer 1 is locked - the table of contents is created there - in the language that I wanted to create it, but in the wrong layer.



I could copy it into the right layer - but this won't solve the problem in the future, when new layers are created with other languages.
