Can someone please teach me how to type in lowercase numerals? I tried the ''All Small Caps'' option in the Open Type menu in the Characters panel, but it doesn't work. Or can it be done to only certain typefaces? I just probably don't know how to do it. Please help. Thanks.

I think what you mean are old-style figures, which indeed only appear in a few fonts - notably, Adobe Garamond Pro.

It comes free with various CSes (as well as Minion Pro, which also boasts lowercase numerals). Check your Extras DVD.
Most standard Windows fonts have default 'tabular' numbers, but Georgia has oldstyle numbers. However, it's not an OpenType font and you cannot switch them.
OpenType allows for

Woudn't that be implemented as a 2x2 grid rather than four separate instances?
It woud. But the OpenType format does not allow 'flags' of any kind to be set, you'd have to work around it doing multiple substitutions. So the specifications just defined the four different types.
Besides, this way the font designer is free to create any of the four styles independent of the others.
