How does one lock photos together with captions into a book at desired points so that the text will flow around it? Thank you.

Group the image and caption frames, then either position the group and add text wrap (if it needs to stay in the same place, regardless of text changes) or make the group an anchored object if it needs to move with the text.

What could be the reason why when selecting a caption and its photo, these two elements are not allowed a grouping option? I've tried various ways of selecting both, and cannot get the ''Group'' option to appear. Thank you.
Can you group anything? How about in a new document?
The caption is alone in it's own frame, and the the image, too? Neither one of them is currently an anchored object, is it?
I can't recall seeing this as a problem before.
